On April 18, 1928, a petition sent from Mr. J.G. Frame of Sterling, Virginia expressed the desire of various individuals for Mrs. Groseclose to continue her role as teacher at Pleasant Valley School. During a meeting of Waterford citizens, a committee was appointed to review Loudoun County Survey Recommendations. The committee opposed consolidation, busing to consolidated schools, and employing itinerant teachers. The committee supports using zones to increase community school attendance, retaining Waterford High School as an accredited high school, and combining neighboring communities (Wheatland, Paeonian Springs, and Clarks Gap) into Waterford if consolidation must occur. In support of Waterford High, they cite their long history, taxes paid, and words in support of education by Governor Pollard.

[Petitions (Colored schools) 1944 - Middleburg Grant - letters from attorney James H. Raby to School Superintendent O.L. Emerick requesting school bus transportation for Black children]

Two letters from attorney hired by Middleburg's Grant Colored School, James H. Raby, to Loudoun County Public School Superintendent, O.L. Emerick. The letter dated 16 Nov 1944 is responding to Emerick's 20 Oct 1944 letter and the one dated 5 Dec 1944 responds to Emerick's 21 Nov 1944 letter. Neither of Emerick's letters are included in this set. Raby says that Emerick's story of a white bus driver refusing to pick up Black students he passes on his route is why Black students need their own dedicated transportation. Raby relates that area families do not have transportation themselves to meet the need and also references a letter from parents asking for additional space and teachers since there were only two teachers for ninety-six students.

Teachers at Aldie Grade school protest pay disparity with High school teachers. They stated they would resign as of March 3 if any high school graduate teacher is paid more than the three (3) Emergency Certificate teachers at the Aldie Grade school unless you make their salary equal to or more than the High School Graduate teachers. They stated they would not appear at school on March 3 unless they received an official statement from the Superintendent Emerick regarding the respective salaries.

The school system contemplated allowing African-Americans to use the former Airmont school, which was closed by the time of the petition. Hearing that, one of the patrons, apparently from Round Hill protesting this possibility. We have no information that the contemplated plans were executed.
