We, the undersigned patrons of Philomont School, do by our signatures hereto attached, most earnestly request that you appoint as teachers for the above named school, H. W. Van Sickler as principal, and Martha O. Cockerill as primary teacher for the term 1924-1925. Signed:

Purcellville, Va.
My dear Mr. VanSickler:
A petition signed by a number, probably nearly all, of the patrons of the Philomont school in which it was requested that you be appointed as principal of the school was presented to our board on April 11.
The school board took no action because under its own rule it will appoint only teachers who make written application. However I am requested to state to you that if you apply in the meantime you will be appointed as principal of the school at the meeting on May 13th.
This appointment would be valid only upon the condition that you present a certificate entitling you to teach. The law very clearly prohibits the board from employing without a certificate and in case of violation make the individual members personally liable for funds expended in any case where no certificate is held.
The responsibility for securing a certificate rests upon the teacher but I am at all times ready to assist in this whenever possible or desirable. I shall be glad to recommend you for this position and to do anything I can to assist you in securing a certification.
