In this letter to the Virginia Board of Education, the County-Wide League and the president of the Colored Parent Teachers Association, William Harris, cite a notification from Mr Charles H Houston about the state of the Loudoun County Training Center in Leesburg. Citing that it is a fire trap with no accessible fire escape and a floor saturated with oil, they request an immediate inspection to prevent the death of children whose lives could be saved "only by a miracle" should the oil ignite.

Gentlemen:
On Tuesday,March 12, 1940, Mr Charles H Houston called your attention to the fact that the Loudoun County Training School building is a fire trap. We respectfully call on you to make a personal inspection on the building without delay so that you can see the conditions there.
The fire escape is inaccessible and the open drum of oil, which has saturated the floor under the steps with oil, has created a death trap. If a match were dropped on the floor or if the electric wire short circuited in the building while school is in session, scores of children would be trapped and their lives could be saved only by a miracle.
We call on you to see that the children are immediately removed from this building and sent to safe school buildings elsewhere
