This file includes correspondence between Edwin C. Brown, a lawyer retained by by the local branch of the National Association For Colored People and the Parent & Teachers Association of Douglass Elementary School of Leesburg, Virginia, to O.L. Emerick, Superintendent of Loudoun County Public Schools. On 9 May 1951, Brown requests information about the unsanitary toilets at Douglass Elementary School which he hopes can be addressed without resorting to court action. Emerick replies five days later that he expects the issue to be remedied by the time students return in the fall but that there are also new schools to build in Waterford, Ashburn, and Mountain Gap. Emerick threatens that, should the issue go to court, the project will be delayed as funds will be needed to defend the district in court. In conclusion, he suggests that Brown come talk to the school board before filing. On 18 May, Emerick forwards Brown's letter to the other school board members.
